What is a Planning Cell?

It is a method in which approximately twenty-five citizens participate in order to develop solutions to a particular problem.

Advantages

Can produce quick solutions to urgent problems

The busy schedule may prevent some participants from participating
Disadvantaged groups are at risk of exclusion
It is possible that the subject has been examined incompletely.

How is the Planning Cell Planned?

Preparation Process (must be completed 4-8 weeks before the Cell takes place):

STEP 1: Recruitment and assignment of personnel

STEP 2: Determining the subject of the project and the problems

STEP 3: Determining the program flow according to the size of the project and collecting relevant information

Planning Cell Process:

STEP 4: Completion of the units intensively within a week: Different topics are covered in each unit, with a maximum of 4 units per day, and results are obtained.

  • Part1: Participants get general information about the topic

  • Part2: The cell is divided into 5 groups of 5 and each group works on the assigned assignments

  • Part3: Small groups present their work and all participants discuss it.

 

After completing the cells:

STEP 5: A draft report is prepared and shared with the participants.

STEP 6: With the feedback received, the final report is prepared and published.
